I b3b flop and fold to a 4bet, since he's never 4bet (semi)bluffing there and is only valueraising better. He's calling our 3bet with all his draws (given that he's so passive) and will check turn to us almost always, so that we can either bet or check behind for pot control on the turn. I'm bet/folding 1/2 pot on most turns.

are you hoping he calls a flop 3bet with flushdraws exactly? b/3b/fold seems so bad because we don't have nearly enough reads to say he's not doing this with pr+fd or just fd+overs.

Not just flushdraws, also Tx type hands etc that are definately not shoving. All this is based on the read that he is VERY passive over a decent sample, otherwise b3b/fold would be horrible... but I don't see the sample size anywhere (pretty useless to post just stats without it)

what kind of passive is he? 1.2AF isn't terribly passive. How does he play top pair? Has he c/mr before? Have you seen him showdown a flushdraw yet?

tough to comment without more info.

yea i think it would be noteworthy enough to put in the OP if the guy was so incredibly passive that the b/3b/fold line would be acceptable at all. just a note that he's passive doesn't mean that.

that seems to be a very simple and decent option

and b/3b/fold cannot be serious.

its pretty hard help you w/o important infos, as pastebartor said. btw, what ''frequencie 21%'' means?? also, at least do you have his c/r %?

w/ info given, cbet/call flop and see what happens on turn.
