Reads: Villain has been mostly limping his button. He has not not made any super weak call downs or been overly aggressive pf, seems pretty straightforward. It just seems out of left field to me when he overbets the pot on the turn

Blinds are 15-30 with Effective stacks of 1500

Probably not. The only real way to know is by history. Some people always bet a pair on the flop and some people always bet when checked to multiple times. I call one bullet, fold to a second and make on a note on what this means.

Your right/ without history this is pretty much up in the air. I was thinking about leading the turn but I didnt think anything that called would be worse than what I had.

Leading the flop here will win you the pot most of the time, and will inform you as to where you stand in the hand. As for whether or not villain has the ace, it's very player dependent, but from your description it seems fairly plausible.

Hard to say if he has an ace, but unless you think he is likely 2 barrell bluff or check down for sure with air than fold is best.

I don't agree. Although Villain rarely calls with a worse pair, he certainly calls any flush draw and probably any gutshot/oesd, so betting can't too bad. He might also semi-bluff all these hands and bluff with some air, which makes c/c more profitable, but most villains semi-bluff the flop with a straight draw. Maybe this villain never semi-bluffs, but again, that's for you to figure out
