1. Only saw one place that offered discount if paid in cash and that was a restaurant in Mendoza. I have never seen it offered in stores/restaurants in BA.
2. I drank the tap water regularly there and I was fine. Most people don't. I've heard locals warn about seafood in general but I have no real experience with that as I stayed away from it mostly during my 5 months there.
3. Check out the "Feria di Mataderos" on Sunday.

It's where the locals go instead of the San Telmo fair. There is great food and it is relatively easy to get to with public transport. Last Friday of every month is the "Gallery Nights" tour, where local art galleries open up at around 7pm free to the public and you can browse and drink free champagne. It's in Recoleta and Retiro.
