Which does an ok job, but it doesn't have an option to select only certain segments of a video, so I end up having to convert the entire video to .gif, and then cut out the frames I don't want later. This isn't that big of a deal for a short youtube clip, but if I'm trying to get to a 4 second clip in a 45 minute TV show I have downloaded, its kind of a pain.
If you have it downloaded, I use a free tool called avidemux. It's very good. You chop it down to the bit you want, then you File>Save>Save selection as jpeg images. Alternatively you can save the chopdown to video, which might suit your approach better. I believe virtualdub also can do this, but I don't use that.
a 250Kb, 80x80 avatar can usually only handle 40 frames in all tops, when you cut it down.
