very first hand at the tbl; all I know about villain is he doesn't top up and limp/called.

I think this is a choice between a shove and a fold.

There is now $28 in the pot, with ~ $15 left in villain's stack, and you need to risk a further $21.5 to win that $43 combined. So you are getting 2:1 overall odds.
If you shove, he will call with (probably somewhat discounted) 8x, 76 (discounted because he might have folded flop), 4x, 88, 44, 99-JJ.

Against that range tou are roughly even money, so I think I'm getting it in.

Don't like this spot especially first hand. I don't think I like shoving, I think he folds most of the stuff you beat, and I don't think you beat much since most people are raising 88+ pre. I think folding is fine. I would be tempted to just call and fold to a river shove. If he's on a steal he'll probably give up on the river and you can check it back. If he's got a weird 8 he'll probably check that to you. The only hands that I think shove are 4x or 67.

Might seem tempting to call (getting ~3/1) if you do call turn and he shoves but I think it'd be ok to fold.
