Villain has simply called EVERY raise so far that i've made, this is the first time he played back at me preflop. He is 88/8/2.4 over 26 hands.

I don't like shoving the turn because as you found out it makes it really hard for him to call. You've got less than a psb left so you just need to make sure you get it in by the river. If you bet $4 on the turn he's going to peel one off with AQ quite a bit (he did just call $3 more on the flop). Then on the river you'll have $5 left in an $18 pot so a good chance he'll just call you. I'd actually be tempted to bet even less on the turn and hope he spazzes out and shoves over you, seems like the perfect candidate for that.

This board is as dry as it comes, theres really not a lot for him to be able to call you with that you beat, so you gotta try and get a worse hand to either think you are bluffing or to try and bluff you.

I actually like the flop c/r because the board is so dry and you are OOP so if you just call it makes it hard to get anything out of him so you might as well c/r and have him hope you are FOS, since this is also a good board to bluff raise on so it can balance your range. Once he calls, I think you need to bet a lot smaller on the turn, hes either got you beat or has a hand like QQ or something that you dont want to fold by shoving, so id bet like $3 or something and hope he just cant fold for that small a bet, or decides to try and shove on you to get you to fold.
