what's the rule when they don't finalize in time? we take their last posted number?

You cannot accurately clue for 12-18 with 11 as anything bigger than a country.

11 has to be some size country, maybe a medium size one?

So a city in a medium size country is probably about 6 imo.

Also, he didn't specify something unique to his city, which is weird. And I'm not sure it even qualifies as "an issue". It's a nationwide (I assume?) chain with a focus on a certain region, so that might bump it up 1 more.

Afaik Chipolte is fairly evenly distributed across US population centers, if that matters at all.
