looks good.

Once all farmers (+trainable vanilla villagers) are dead, village is eliminated by starvation at the latest two nights later?

I didnt read closely so I'll just assume it's standard ITA mechanics and shoot people.

in theory yes

but the policies available to the village (they can pass one each day) will have a relatively large effect on gameplay

several are concerned with food production and distribution

those will be posted as part of the game OP (or possibly sooner if i get them ready)

Does the president know how much each action costs at the outset ?

taking the example :: So for instance, if an “Intelligence” action costs $50, and you fund it $145, then you only get 2 actions and $45 is completely wasted.

Will the president be told he has a budget of 400$. And then be told the exact costs of each action so as not to waste anything ? Each military action costs $100, each surveillance $50, etc ? or will he just be given his budget and told to apportion X amount to each, hoping that he has invested enough or correctly so as not to waste too much ?

I'm just gonna take the Scott Howard "There are rules?" approach.
