Put another way, if you spend all of your $260 you cannot activate any of your prospects during the season.
If you want to use a prospect, you have to sign him to a rookie contract. This lasts three years (including the year that your prospect reaches rookie eligibility) and costs $3/year. At the end of that contract, you can resign the player to either a three year $10/year contract or a five year $16/year contract.
If you spend all your $260 you will not be able to bring up any rookies, or sign any free agents to cover for injuries or incompetence.
