If you're drafting something that includes a revenue stream that is being used to fund the construction, then I don't see any issue. If it's a public works project then yeah, that means that your government has to continue funding it.

Your teammate is very insistent that Rio is stuck with all of Brazil's political problems. Had I drafted the White House, would it mean that the President of the USA would start living and working in Brazil? Or would my city then join the US? I'm afraid I don't understand the stance that your team is taking on these issues.
