cjkalt's math vote makes me think that everyone should have the same chance to hit if you want to encourage shots

nobody's going to yolo d1 if hitting a non-wolf gets them auto-lynched

I'm not sure what the balance considerations that went into giving wolves 2x strength shots are though, so take it with a grain of salt.
