We came up empty

(One kept saying Beowulf, another Jack the Ripper, and another Old Macdonald)

This (and what D1ab said) are exactly where I'm at: folk tune or popularized poem, but it has to be someone who isn't definitively American and who most people today would be familiar with without a pictorial representation

if the problem is that you can't think of a single valid response that fits the parameters, then the game took a wrong turn somewhere, and you're playing something other than 20q, which is about winnowing down the field with the questions.

I can think of two possible ways to possibly narrow it down. Either narrow down where he's from (USA or not) or narrow down when he's from (before 1800). I like narrowing down the time better as this could help us more in getting from Old West to Colonial or earlier.

Hmm, looks like you're right. For some reason I thought that we'd already determined that he was American, but I don't think we did.

Unfortunately, I know even less about Canadian folklore than I do about American folklore (which is ~0).
