I assume the answerer used a very expansive definition of "city". For example, although we ruled it out as the band, the town of Black Oak, Arkansas, population 262, would have counted.

Well, the band did have a top 100 song and has it's own discography wiki page, so I would expect it to be somewhat popular. That's why I'm surprised it's so difficult to find a band that fits.

Someone tell me if the band Utopia is disqualified, and if the song Second Nature works.

It's listed as 1980 on the band discography but Google says released in 1979). It did not chart on the top 100, but three of the band's singles did (and the album did).

There are six US cities named Utopia, none of which (AFAIK) are significant.

It's a progressive rock band; it disbanded and reformed a few times but is currently active per Wiki.

Great idea on the Dead Kennedys (I assume there is at least one American town named "Kennedy". But California Uber Alles doesn't work for the double date thing (both discography page and song page say 1979), and I can't figure any of their other songs that work either. Holiday In Cambodia says it was recorded in 1979, but shows as released in 1980 in both places, so shouldn't qualify either.

I can't find it just now, but I thought he said that the band's discography page showed a date 1980+ for the single. That is definitely not true for CUA.

Kill the Poor is another weird one where it was performed live in March 1979, & that live performance was eventually put on an album...but that was in 2004. But it was released in 1980.
