Okay, I'll bite on this, Volunteer.
It could be true but it's layered on an evil alignment as some have said. But, I'm not sure why he wouldn't use the action, then. He could be one of those plain vanillas doing it for a variety of (mostly vain) reasons. Usually they consists of sometimes a) getting a reaction! b) I was saving my skin because I know I'm good and outing this role on the good side isn't a big loss c) I'm actually a different power role and trying to confuzzle the evil team! d) some opaque strategy as it compares to the role list that I haven't grokked yet.
Evils may have been given cover roles (ugh) and maybe not. Personally, I don't like cover roles. Evil should have a pair and go for a possible uncountered falsie or prepare to duel well. It's possible he just went for it as evil.
He also could be good and did actually target someone. So, lying about the result thing (again, for the above reasons).
The most likely scenario is he's a non-prostitute evil who made a claim that's safe with results that are safe. Though that does sort of fly in the face of the bold play rep that I had gotten the impression he had.
