He knew that he would be lynched at some point in the near future - anything he did after that claim is some sort of level. In situations like this i think the correct way to look at it as a villager is to completely disregard it, unless you know the person well and feel like you can figure out what level he is on.

Surely that was the time, if any ever, to try to secure a lynch on a townie.
As you point out, Fool would get more & more suspicious by virtue of being alive, so surely it must make sense for him to use the time he has most credit (directly after the claim) to secure a lynch on a townie? That makes sense by far the most out of anything wouldn't you say
