Questions about FT Repayment

Sorry if this has been answered but I cannot find this info anywhere.
Two questions:
1) Are there any actual reports or concrete data available regarding US players not being repaid in full, or is this just rumor at this point?
2) What are the implications for a former US Player who relocated out of the US after Black Friday. Would this individual be paid in full by Tapie, since I assume their FT account will be reopened and available for play as soon as FT resumes, or would they have to apply to the DOJ for repayment?
