A few obvious suggestions come to mind - cuckoo, dodo, mocking, middle finger, etc. - but perhaps it would be best to settle on a location first so we might actually pick a bird that lives in our country. If you disagree, please refer back to the middle finger.

Interestingly, I found a micronation project which is a very practical and real effort at forming a new nation in the Carribean:

I don't know if this project will actually come to fruition, but I couldn't do it any better myself. Love their constitution, although I'd have to add a poker provision to it.

At the risk of punishment from future Prince PokerXanadu, you could also check out the Free State Project (http://freestateproject.org/). Although New Hampshire may not have the climatological advantages of a cruise ship in tropical waters...
