P.S. I'm officially excited
GGB, i.e Mr. Gros, is a legit source. Not like G911.

The accuracy of what was reported may be questioned, but it is certainly possible for the Governor to tell that to a casino exec bunch and for Mr. Gros to have either heard it directly or second hand. Unlike G911 "reporting", there certainly would be a basis in fact for a GlobalGamingBuisness stury.

(FWIW, I still do not get why anyone would tweet that out like that however, unless it is a trial balloon. So, take it's impact or meaning however you want, the tax bill is a VERY tough row to hoe as is.)

So what are the chances of the payroll tax bill passing in the first place?

It could be one of those "Last minute barely compromise" deals, but it's as guaranteed to pass as anything in government can be.

99%...I'm pretty sure its not even an option of it not passing. Congress will just be fighting over what else is included in it.

For that notion to be accepted, then we also must accept that PokerStars et al were not bringing a gambling business into NY, the internet was teleporting their customers to a virtual location where gambling is legal.

We know they didn't violate the Wire Act and location based (NY, IGBA) laws don't apply, so unless the government can convince a jury that poker is a lottery and they therefore broke the federal interstate commerce laws regarding lotteries, the UIGEA should never have been triggered.

It may turn out that the laws on the books properly interpreted would have resulted in the same environment the new law they are trying to pass proposes: all gambling on the internet is illegal in the States that have opted out through legislation, States have the right to put lottery on the internet, it's illegal to offer casino games interstate (as they are virtual lotteries) and internet poker while "gambling" is distinctive enough from lottery (non banked) for sites to offer it interstate without compacts to any state that doesn't opt out.

We spent six years begging for new legislation, begging them to tax us, when all we had to do may have been to keep playing and wait for our day in court.
I don't think the bolded is true. I'm not getting involved with the rest of the post.

Just a thought, if the senate attaches this to the payroll tax bill, doesn't the house have to pass a payroll tax bill and then the two bills be compromised to go the president to be signed?

So do we get this through the senate, only to have it stripped out as the two versions are merged into one final bill for signature?

The house and senate will each pass their own version, if they are different it will go to a conference committee that both kyl and reid will have significant influence over.

They used to have a separate school budget. The lottery was supposed add more money to that school budget. Now, they use the money already there for something else and take the money from the lotto for the school's. So, yes, your kids school is still broke.

The House and Senate technically have to introduce their own versions of the bill, but they're already negotiating in conference, so it's likely the bills will be the same, unless "talks collapse" as the tweet posted above mentions as a possibility.

This is the same rhetoric we heard in December. A deal will get done. Reid and Kyl will have major influence in a deal. The only questions are:

1. Will it be a long-term deal or an extension?

and

2. do they have enough political capital to spend on a super UIGEA/Poker attachment?

Guys get real here. The DNC will have to drop this to get the tax bill passed. Reid got caught trying this once before and got blown out the room. It's bad law making and it's another bad move from a horrible politician pandering to his donors. It's a shame actually and has little chance of happening.

The DNC isn't involved, at all. After lame duck 2010 this became a fight between Reid, Kyl, and the domestic casino industry. The first two seem agreed, now we wait to hear Adelson's press reply........

Have you heard? Reid (D) and Kyl (R) are doing this together. And by the way, Reid didn't "get caught". Reid was always negotiating with Kyl to attach something agreed on. It just didn't work out last time due to time constraints and lack of a bill to attach to. Now there is an agreement in place apparently, a will on both sides to get this done and a bill that has to be passed. The perfect storm.
