Last year, a similar B&M bill was passed by the legislature and the Governor threatened to veto it. The Senate President held that bill back in an attempt to negotiate an acceptable version with Quinn. The President gave up, sent the bill to Quinn and Quinn vetoed it.

Also, the legislature can theoretically pass legislation after June 1, it's just that any bill that takes effect before the following Jan 1st must be passed by a supermajority. This is important for time sensitive legislation like the budget, but not necessarily for online poker.

That said, I believe the legislature is adjourning until November, though Quinn has made noise about bringing them back early to vote on cutting pensions.

IL (my state) currently has a lack of cash to pay for the State Parks. Something like profits from online gambling would help.

So who helped Quinn get reelected in a tight race that is preventing him from going with gambling expansion? Competitors who would be hurt by such expansion? Moral groups?

Call my cynical, but in most cases it seems campaign donations can explain a lot of these stances.

I think it's way simpler than that. Quinn knows he can get his palm greased here by somebody, and he's waiting until the right deal comes around.

Possibly, but since there has not been a peep on this since the bill died earlier this year, it doesnt look like they are taking your opinion to heart.

Hopefully if the Federal bill fails IL gets right back on it.
