Potential issue that might need addressing:

Those who opted out or failed to respond (and have therefore been opted out by default) appear to be allowed to opt back in as long as jdawg is agreeable. Correct?

Few things:

1) Is there a time limit for opting back in? Imagine jdawg, on the last day, is breakeven. People would try to opt in like crazy (although I imagine jdawg might refuse)

2) On that note, how are jdawg's decisions being regulated? Are they entirely at his discretion? (Just asking for clarity - not trying to sound accusatory)

3) There is no point 3

4) Following on from 1) and 2), if and when jdawg refuses a block of action, do all future opt-in requests automatically become disallowed?
