Like if I were to play Rock Paper Scissors, I could play 1/3, 1/3, 1/3 and you would not be able to find a strategy that beats me. Of course, this is a simple case where no matter what counter strategy you choose, your expectation is 0.
But if you deviate from 1/3, 1/3, 1/3, you become exploitable. So say you become 0.4, 0.4, 0.2 for R, P, S. if I adopt a 0, 1, 0, I'll net 0.2 units per game.
What Cepheus has effectively done is converged on the strategy that is [1/3, 1/3, 1/3]. Impossible to beat in the long run.
