Huh? I interpret V2's 3b as considerable strength, and that he is never folding. I play it the same.
There is a small chance he has 9J/9Q/JQ or Ax, or a hand we could bluff off. But in these cases, we're better off delaying until turn: we can x/r bluff turn for more $$, or else get a free card and still have the chance at donk-bluffing the river.
Why have a 4b range at all? With a strong hand, we'd want to x/r turn for more $$. Only exception would be if villain often donk-checks turn.
