I have no TV in the other room, but I have a 3 year old dell desktop with 2 22inch monitors that I'm not using. Can I get cable TV hooked up to that bad boy somehow?

If you connect it to a computer which has a TV in card yes.

Unless you invent something or have a 1 in a zillion computer monitor, no.

I think newer cable boxes will have DVI or VGA outputs? If you can't find one, there's solutions from companies like Avermedia - although I have no idea if everyone going all-digital in the States affects them.

Here it is: Avermedia AVtv Box 9.

If your box and your monitor both have either a DVI or HDMI port then you'll *probably* be OK. (They do make DVI-->HDMI cables if it's one of each).

HDMI out from a cable box is 480i, 480p, 720p, 1080i @59.94 hz. normally.
Computer monitors only used to display VESA progressive resolutions and frame rates. However, with newer monitors and hdcp support, it is possible, although aspect ratio and other things can be a problem. You still have to get sound also.
