Stop Windows 7 from Grouping Taskbar Thumbnails

I have it set so that the icons for running programs are never grouped. I want to be able to mouse over the taskbar icon for a table to see a preview of it. However, when I have enough tables open, I see a stacked list of the tables rather than a preview upon mouseover. This worked back when I had Vista. Does anyone know how to change this setting so that previews are always shown, no matter how many windows for the same program are open?
