on a normal dvi plug, about half the little pins are not actually live. for most uses, that's fine, since you only need half the pins to run the relatively high resolutions just beyond 1920x1200 (i forget the exact numbers off the top of my head).
however, when you have the behemoth of the dell 3007, which has 2560 x 1600 pixels (4,096,000 pixels in total) your pc needs to send much more data down the cable to control each and every pixel. thus, it needs all the pins on the plug to be active, which is what dual-link dvi means.
so, there's no reason that a dual-link dvi card with two dvi plugs shouldn't be able to run two monitors. of course, your performance might suffer, but that's unclear.
