When I try to load up a PDF on my new laptop, I get an error stating a problem with the file format. I have tried as an attachment, IE and Mozilla.
Any suggestions?

I can download that PDF without problems, just clicking your link and my PDF Exchange reader opens it and shows a 20 page document.
Have you checked the file size before opening it? If you have problems downloading, it might have size=0 and therefore any PDF reader will protest when you try to open it. The document is almost 2 MB in size.
