I have a new generic wired scroll wheel mouse. It is set to scroll 5 lines when i turn the wheel.
What is strange is that if i spin the wheel( to scroll down) more than just barely fast the page will jump back to the top.
I have tried changing the number of lines it skips from 1 to 8, it does the same thing...
What could cause this?
Sounds like the generic driver doesn't like your mouse. Do you have Intellipoint or any other kind of mouse software installed? If not, try installing it. If you do, try uninstalling it.
installing the intellipoint software seems to have done the trick.

Anything else this could be? It seems like the sensor in the wheel just cant keep up and it just jumps up and down out of confusion...
cold it just be its because its a cheap mouse?
