Internet/modem issues in Mexico

Hey guys. So i recently moved to mexico and am having so issues with my internet. The internet seems to work moderately well just surfing and grinding on Stars, but when im downloading files, or especially uploading them, my speeds will slow and then the internet will completely go out. Ive done the speedtest.com thing numerous times and its always fails once it gets to upload. I cant even upload a 124kb image to photobucket. It happens only occasionally dling files but always when uploading.
My little brother says it might be an issue with the router but i think it could have to do with the poor quality lines in the complex as well. I just had people come out and install a phone line. The phone seems to work fine and connection isnt interrupted when internet goes out.
If anyone has any idea what it could be or suggestions for further tasks to do to troubleshoot the exact problem please lmk. Id like to avoid the online CS of my provider as its only in spanish and they seem very unknowledge and uneager to help.

starting with telling us stuff like what ISP / plan / modem / etc you have is probably a good start.

Telnor/Telmex Infinity, unlimited data and 16-20mb/s max speed (supposedly, i havent seen anywhere down here get above 1.4 on speedtest), 2wire gateway modem.
The place i stayed at for the first week had the same ISP and modem model and i had no issues there.
