format/reinstall leopard osx

I searched Google and followed the tutorial that came from the first hit, but I don't think it worked right. When I format/reinstall my windows machines, there is that 30 minute process in the DOS blue screen where the formatting is happening. I did "Erase/Install" from the leopard disk, but it never seemed like it formatted the disk, and now it seems like it is running worse than it did before I did the reinstall.
Is this normal or did something not go right?

When doing an Erase/Install for Leopard, the erase only takes a few minutes, The install will take more than one hour.
