I am purchasing a new monitor for my computer. Currently I am running off my living room tv which is Philips 47" 47PFL5704D/F7 120Hz 1080p LCDTV. Should I bother buying a new computer monitor or should I just buy another Philips 47" 47PFL5704D/F7 120Hz 1080p LCDTV?

Am I going to get a better resolution with a monitor built specifically for a desktop computer? I currently have an ATI RADEON HD 2400XT.
Am I better off with the 47" screen?

I like to lay back and play 4-12 tables. I struggle fitting 8-12 tables, do I need to get a better video card?

The number of tables you can fit will be a function of your screen's resolution and not have anything to do with your video card assuming your video card supports said resolution (and, in your case, it does).

If you want to fit 8-12 tables comfortably and can't on your TV you will need to find a monitor with a resolution greater than 1920x1080 (your tv's).
