When Vagos was killed the Chris Partlow's role read:

So, to me, today there was a turf war between Stanfield's and Marlo's crew to assert street domination, and that's why we saw so many wolfs killed during ITAs.
One player that jumped at me after reading this was chips ahoy. By killing Partlow (Vagos) he cemented his position as a villager, which most people assumed he was because he outed Timmay as Michael. He said he had to recruit Michael to the villa in d1 and he failed, and that's why Timmay became a part of Marlo's crew.
So at that point everyone assumed that chips ahoy has to be a villager (Cutty), but remember that in season 4 Michael is working for the Barksdale crew, and Bodie tells him that if he goes under his wing he will go far in the game. So, my guess is that chips ahoy is a wolf and, in fact, his character has to be Bodie.
There is one last hole to fill, Michael's role PM:

This doesn't mean that he was meant to be unaffiliated all along if no member of Stanfield's crew ever claimed. I think Barksdale's crew also had a chance to claim him and they had to use Bodie (Chips ahoy) to do it.
