He was player of the year because he won 5 tournaments. No one else won more than 2. He won $8.5 M, over $2.2 M more than second place, and was second in scoring. He pretty clearly had the best year of anyone in 2013.
Since player of the year is determined solely by wins, money list, and scoring average, one could, in theory, win player of the year despite playing in very few events. Tiger nearly proved that true in 2008, when he only entered 6 events. Yet he won 4 of them and finished 2nd in money. I'm not sure how they handle the scoring average in such an extreme case, but it was rendered moot when Harrington won 2 majors that year and major get a huge scoring bonus.
