chance of philly converting 2 = p, chacne for dallas converting 2 = d.

go up 9 p% of the time, go up 7 (1-p)%

So given Dallas scores a td, they tie (1-p)% of the time if you go for it, and d% if you kick the 1.

So only do it is 1-p>d from a pure EV play. That said, there is major good skew if you make it, so probably correct to go for it anyways. Add in the fact that you're the Eagles playing the Cowboys and I think going for 2 is a no brainer.
