More to the point would be why a call about two women arguing would ever lead to anyone getting arrested let alone tasing anyone in the area, even before the act of actually pointing guns at them, and of course, the repeatedly shooting at point blank range (although, to be fair, the rear officer only appears to have gotten one shot off from about 5 feet after his partner had plugged 4 or more shots into him point blank).

You're looking at things after the fact though. The cops are going to a domestic dispute not knowing exactly what's going on. Just walking into the unknown. Although they might have known the rap sheet of the guy - a real POS - domestic violence , sexual assault - which already heightens a tense situation. Then when said criminal starts heading for the car ignoring the cops instructions, they can't assume he's going to "check on the kids". I'm sure they have been shown actual similar scenarios where suspect has been "innocently" reaching in his pocket, or coat or shoe and turned the tables on the cops.
