it's not really. sometimes it's hosted in one city (like next year in Ufa, Russia, in Ottawa in 2009, etc), other times it's jointly held by two cities close together (like Calgary/Edmonton last year, or Buffalo/Lewiston the year before, or Saskatoon/Regina before that). it's basically an annual event in a localized area due building availability and maybe revenue.
it's not like they're playing games in Atlanta, Phoenix, Boston, & St. Louis in the same year or anything. maybe not right in line with the rules, but basically should be allowed imo.
