I'm pretty sure that's a horse tackle by NFL rule. I don't know if it should have been a horse collar by college rule but I suspect it should have been flagged.
This might be the college rule?

If that's the actual rule then I guess it was properly a non-call. For those who have not seen the play the Auburn player was low and pulled down Treadwell by grabbing the jersey just above his belt so it was as low as you can get without pulling him down by his pants. It was no where near the collar or shoulder pads. If the Auburn player had just run into the back of him low and grabbed him around the waist to pull him back and down the same injury could have happened and that's legal if dangerous. I hope the kid makes a full recovery and gets drafted in the first round.
The tackle had a result that made the ball carrier go down like he was horse collared and I wouldn't be opposed to flagging any tackle that results in a horse collar like action even if the tackle is otherwise completely legal.
