Spanier was the governing face of the university, and to dismiss him under these circumstances is unprecedented. As such, they are forced to communicate with the public in a non-descript manner, where there is no voice of leadership or clear source of command because everyone in Spanier's office needs to be put under the microscope.
Last thing you want to do is to allow someone to be an interim president and then find out 1 month later that he/she is possibly implicated in ANY manner-- even if seemingly harmless or honest-- with regard to the alleged Sandusky coverup amongst Schultz, Spanier, and Curley.
the BOT has taken a lot of flack recently, but I think they were completely caught off guard. I don't think it's reasonable to believe that they shouldve been running around to McQueary, Curley, Spanier, and Schultz asking them for their deposition regarding GJ testimony. It's simply unreasonable.
Ultimately, I have faith that the BOT will do the right thing in the end, such as releasing reports of independent investigations, but it will take time. It's difficult to make decisions when basically everyone is lawyer-ed up at this point, and any decision you do make will be possibly construed in an unanticipated manner. All of this is just so unprecedented, really.
PSU is a gigantic scientific research arm. For those who are asking for the university to be burned down, I don't quite think people understand how much research and scientific productivity comes out of PSU. I also know of engineering firms (edit: to be clear, scientists employed by psu) that are employed with PSU that conduct proprietary research on weapons and defenses for the military. I had a friend once tell me with a straight face about a specific protocols that they had to follow to avoid documents being read from windows.
