Spain is theoretically #2

But they used to be a 'dominant #2' and now they're just kind of the leader of the pack of other teams, imo. Teams like Croatia and Lithuania seem to have the next generation of young/exciting talent.

Spain could still be the #2, and maybe just had a bad night tonight. Only a small loss. But they clearly aren't as far above the rest as they were 4 or 8 years ago.

they were also really bad in the group stage 4 years ago, but yeah, they're not on a different tier than many other teams
