Unless it's changed recently it's actually pretty easy. You can block below the waist unless the player you're blocking is already engaged with another blocker, it's a special teams play, or it's after a turnover on the play.

14 penalties is ridiculous. I know the NFLs logic is more scoring=more exciting but did anyone think football was too lowscoring?

There have to be a fair # of new refs in the NFL this month. Seems like too many flags thrown that the head ref has to explain why it's not a penalty or things like the bucs vikings refs have to be explained upstairs that you don't kick a XP in OT.
