On the weird 4th down tragicomedic play, Pagano basically said that it was designed to try to catch the Pats off-guard, to maybe catch them with 12 men on the field or maybe without enough guys near the ball so they could just run it three yards. Said he took the blame, didn't communicate well enough what to do, didn't teach the play well enough in practice.

Does anyone know if the formation is illegal and the pats jump offsides for some reason, do the penalties offset, or does only the offsides get apply? I assume they're offsetting, but I don't know and I'm too lazy to try to look it up.

They would offset but an encroachment or something that happens before the snap that would be no play wouldn't. That's off the top off my head so likely wrong.
