He quite clearly didn't have possession when the first foot was on the ground.
it was closer than "quite clearly" -- i'm sure the coaches upstairs looked at it and told coughlin to not challenge, but i've seen much worse reversed.
edit -- in watching it again during the commercial, yes, he did not have possession before that foot came up again, but i'm quite surprised they were confident enough in that to not challenge.
