They are non scholarship players.

They normally boost the GPA and graduation rates. At UNC they are normally kids from the JV squad (yes UNC has them) and they hardly play. I'm pretty sure most schools have them (maybe not most but some). For UNC they are called Blue Steel and a a clean up crew in blowouts.
