Anyways, it looks like a proximal tibial fracture. Orthobullets says indications for closed reduction and casting are:

< 10 degrees rotational alignment
So that's the criteria they're working with. Basically they're going to pull on his leg under anesthesia and see if they can get it close, then cast it.
