1) What's stars move in their prime? There aren't that many of them and most aren't moving to 2nd tier squads/organizations. Lebron isn't coming. CP3 moved from the #2 market to the #4 market. Minnesota got Butler for some reason under his value but for the most part, it's hard to get valuable players to move when their team typically wants to keep them.
3) Just hardly ever works. Milwaukee despite having the best player in the NBA; still sucks.

I can't think of the last top tier FA the Sixers have gotten. You don't win titles with a bunch of overpaid 2nd tier FAs.
The whole goal of what they did was to win titles and get equity; I'm pretty sure they did a damn good job at it. Yes they didn't do what the Warriors have done but I think their plan has been fine. Your ideas are basically giant failures and traps most teams try to do and get stuck in mediocrity.

We've seen Cousins, George, and Butler traded recently. You can't predict when those players become available, so you should try to have the assets available to pounce when those deals do open up. Most teams aren't just looking for picks. They usually want established young players with some win-now potential. I think Hinkie tried too hard in Philly to have bottom three potential and didn't create the sort of roster which had those sort of young players who are just interesting enough to let the other team think they are not getting hosed in a deal.
Some stars get drafted outside of the top three. That's why there is still value in getting mid-level firsts when you are amassing assets. You might trade them, but you have another toss at the dartboard which adds a little bit more chance of getting a star, like having a backdoor flush draw to fall back on.
Ideally, you want to manage your cap space so you have the possibility of adding the secondary star first while having the ability to add a better star later.
I'm a fan of having multiple ways to improve and not putting all of your eggs in the tank/draft basket. Sometimes, you have no choice, but I'd rather see a team explore their other options first.
