No they can split this cap hit up as they like, but starting next year all teams are required to spend no less that 89% (IIRC that's the figure) of available cap space, and it increases into the 90s in subsequent years. In other words you can't be a cheapskate and have a $90m roster.

RG3 doesn't start this year, you end up with the #1 pick and even if you don't get the 1st rounder, the #1 in the 2nd round still has value, then you have the cap space to snap build around RG3 (i assume)

hmmm. so there was an uncapped year, in which any team that exceeded the cap ended up being punished, followed by an "un-floored" year for which there was no cap increase.

well, at least the owners are slapping the nflpa in the face with it. amazing that they're not maneuvering a little more subtly, but then again it seems likely that they've determined that the nflpa's current leadership is gonna bend over and take it.
