At this point, both players have their hands firmly and solidly on the ball (in fact, just after this, the Chiefs player literally lifts the Steelers player off the ground). The Chiefs player is fully standing and has not gone to ground in any way.
Rule 8 - Section 3 - Article 1 - Item 5: Simultaneous Catch. If a pass is caught simultaneously by two eligible opponents, and both players retain it, the ball belongs to the passers.
This is a touchdown.
