Cutler has only signed 2 NFL contracts - his rookie deal in 2006 paid him 6yrs/$48M. Then (when he was traded to Chicago), he signed a contract extention for 2yrs/$30Mil. So the Bears added 2 more years onto his rookie contract at an average value of $15Mil/yr. And Joe Flacco's numbers are on par with or slightly better than Cutler's were when he signed that extention in 2009 (except that Joe has 13 playoff games under his belt, and Cutler had zero).
Romo is your only legit argument. But he came into the league as an undrafted FA, had only been a starter for a season and a half, and he rushed to signed a bad deal (although to be fair, he's doing his level best to play down to it).
OK, so I may have screwed up there not adjusting for when they signed the contract, but you did the same thing with Rivers. He was absolutely an elite QB when he signed his deal for $15MM per. Was coming off a season where he led the league in ANY/A, DVOA, and QB rating (advancednflstats numbers are down right now so can't check those), and at the time, he'd won 3 of his last 5 playoff games. He was miles ahead of where Flacco is now at that point.
Roethlisberger also signed for $13MM/year in 2008 having played extremely well through 4 seasons with 1 Super Bowl already under his belt and another on the way that very year.
