I believe the City slot would pass down to the next eligible team and likewise with any Europa League spots (which City would also vacate as potentially Cup winners.

Probably will, that's what happened with the spots in Italy last season when AC Milan were excluded from the EL.

Edit: but if they appeal the exclusion may be put on hold until there is a final verdict, which means it won't apply to this season. I'm not sure.

I won't exclude it being overturned because uefa gonan uefa, which means both they could have made an egregious mistake or will flat out take a bribe. But I am hopeful that it will stand for at least 1 season, which is huge.
