Dier doesn't deserve to start ahead of Drinkwater imo.
No Kane?

Remember when UEFA had the 3 foreigner rule?
Remember when it was abolished when the Sky money destroyed football and the euro clubs decided they wanted to sell their average players to English clubs as a way to get that money?
No it wouldn't. As the team simply wouldn't progress in Europe and would completely dilute the quality of the league. Also Aguero, Silva and Kompany wouldn't play in a team with 8 English players - not as the moment anyway.

Okay, that's not a watertight argument, but it's an argument nonetheless. All those players have negatives, and none are nailed on certs for top 20 right now.
Not a single manager in the league does. Possibly ahead of Kante.
