To lose stomach or any fat at the most optimal pace, eat at about 500kcal deficit and lift weights with some low intensity cardio thrown in once or twice a week on off days. Since you said you are more skinny and not that fat, I'd even suggest a smaller deficit or even eating maintenance but keep the cardio. At your stage there is more than one way to achieve your goals and plenty of room for drastic adjustments depending on how you like your progress.
I am assuming you know how to calculate TDEE/maintenance etc. As far as lifting regimen goes, get on any program whose description sounds similar to 'full body workout with compound lifts'
